The pattern is easily customizable, if you need to adapt it to your needs.  I designed this to be strong, easy to put together, hand-stitch, and have a great finished product. 
Measurements, other than stitching, were done in inches since i'm in the U.S. and only have access to hardware sized in inches.
Grommets and grommets holes are 1/2 inch. 
Buckles are 3/4 inch.

Approx. SIzes: 
Small - 30.5 - 32.5 inches
Medium - 33 - 35 inches
Large - 36 - 38
I'd use medium to thick leather, medium to stiff temper.

So, in your print settings, choose the correct paper size and also select the "actual size" setting
